Why Notary Fees Are the Same at Every Notary in Singapore
A Notary Public in Singapore can't set their own price for a notarial act. The fees to notarize a signature, issue a notarial certificate or certify a copy are prescribed in the First Schedule to the Notaries Public Rules. A law firm in Raffles Place and a Notary who visits your HDB flat charge the same statutory amount.
So there's no cheaper notarisation to shop around for. What you're really choosing is the service around it: whether the Notary comes to you, how fast it's done, whether someone takes it to the Singapore Academy of Law (SAL) for you, and whether you see the full price upfront. Competitors rarely publish a travel fee. We publish ours below.
Statutory Notary Fees at a Glance
These are the amounts in the Notaries Public Rules, as published by Singapore law firms. Information checked: October 2026.

Most documents going overseas need a notarial certificate, so it appears in almost every total.
SAL Apostille Fees
Every document notarised in Singapore must then be authenticated by SAL, which attaches an Apostille, before it can be used overseas. SAL's own fees:
| SAL service | Official fee |
|---|---|
| Authentication (Apostille) of a notarised document, per notarial certificate | S$87.20 (S$80 + 9% GST) |
| Legalisation of a Singapore public document that doesn't need a notary, such as a birth or marriage certificate | S$10.70 per document, as listed by SAL |
| e-Apostille for eligible ACRA Business Profiles and Business Certificates | S$10.70 per e-Apostille, as listed by SAL |
The prices shown above are starting prices. Your final price depends on the document type, number of pages and destination country, and will be confirmed in a written quotation before any work begins.
SAL's counter is at The Adelphi, 1 Coleman Street #08-06. It is open Monday to Friday, 9:00am to 4:30pm, and processes documents on the spot. Payment is made online by Visa or Mastercard only. You don't have to go yourself: SAL accepts a proxy with no authorisation letter, so we can submit it through our SAL Apostille service for documents going abroad.

See the full process for a POA going to India. For other countries, read how we notarise a general, special or property POA.
Example 3: NUS or NTU degree for a job or university in Spain
SAL can directly legalise original, verifiable certificates from NUS, NTU, SMU, SIT, SUSS, SUTD, the polytechnics and ITE. When that route works, there is no notary fee:
| Item | Amount |
|---|---|
| SAL legalisation of the original degree | S$10.70 as listed by SAL |
| Our proxy handling | From S$39 per document + government fees |
The prices shown above are starting prices. Your final price depends on the document type, number of pages and destination country, and will be confirmed in a written quotation before any work begins.
If the receiving authority wants a notarised copy instead, the total follows Example 1: S$172.20 in statutory and SAL fees, plus our fee. Only have an OpenCerts file? OpenCerts says printouts aren't treated as authentic, so we'll check the right route first, such as requesting a physical certificate or a university-certified copy.
Costs Outside the Notary Fee: Embassy, Translation, Courier
- Embassy legalisation: Malaysia, the UAE, Qatar, Kuwait and other non-Apostille countries usually need an extra embassy step in Singapore (Thailand until 28 February 2027). Each embassy sets its own fee. See the embassy step for non-Apostille countries.
- Translation and courier: translation from S$25 per page (Chinese, Malay, Tamil ↔ English) or from S$35 per page (other languages); local courier from S$15, overseas courier quoted per case.
- Documents from government agencies: for example, an ACRA Business Profile costs S$5.50 from Bizfile, and a Registry of Marriages (ROM) marriage-record search (digital copy) is available for a small fee set by ROM.
- Fees in the destination country: stamp duty, registration or local attestation. These are paid there, not to us.

Notary Fee Questions to Settle Before You Book
Are notary fees the same everywhere in Singapore?
Yes. The fees for notarial acts, such as witnessing, notarial certificates and certified copies, are prescribed by the Notaries Public Rules and are the same at every Notary Public in Singapore. What differs is the extra service: travel, urgency, handling and translation. We publish those fees so you can compare the full price.
How much is an Apostille in Singapore?
SAL charges S$87.20, including GST, to authenticate a notarised document with an Apostille, per notarial certificate. That's on top of the notary's statutory fee. Some Singapore government documents, such as birth and marriage certificates, can be legalised by SAL directly for a lower fee, currently listed at S$10.70 per document.
How much does a certified true copy cost?
A certified true copy of a one-page document for overseas use usually costs S$172.20 in total. That is S$10 for the copy and S$75 for the notarial certificate, plus S$87.20 for SAL. Each extra page adds S$2. Any travel or handling fee from us is shown separately on your quote.
How much is a mobile notary visit?
A mobile notary visit costs the normal statutory fees plus our travel fee: from S$99 in Central / CBD and from S$119 in other areas on weekdays, and from S$149 for a hospital or care home. Evenings after 6 pm, weekends and public holidays add S$40. The statutory fees don't go up because the Notary comes to you. If several people sign during the same visit, you pay one travel fee. Send your postal code and we'll confirm the exact figure before you book.
Can I pay by PayNow?
Yes. You can pay our invoice by PayNow, bank transfer or credit/debit card. SAL's own fee can only be paid online by Visa or Mastercard. When we submit to SAL for you, that fee is shown as its own line on your quote, at SAL's official rate.
Is a Commissioner for Oaths cheaper than a notary?
A Commissioner for Oaths usually costs less, but only works for documents used in Singapore. The Singapore Courts state that documents for use in foreign countries must be notarised by a Notary Public. If your document is going overseas, a Commissioner for Oaths can't help. Tell us where it's going, and we'll confirm which you need.
